Would you kinily refer to the corresponience which passed last year between Orme Sargent and Lloyd under Foreign office reference LC 3976/42/452 about the re-establishment of the above.
In his letter of the 23rd August to Orme Sargent, Lloyd gave the gist of a reply which he had sent to Filbert of the Treasury, accepting the view that the
scheme for the extended University involving a grant From United Kingdon funds must go into abeyance in present circumstances, but seeking Gilbert's Agreement to three propositions. Gilbert replied that the Treasury could not give us any assurance of agreement to the scheno in principle on which we hight advise long long to go ahead with it, using thetover funds might be found, on an understanding be reimbursement by 4.4.6. later. He said that the host the Treasury could agree to was a review of the project in the future. Gilbert further said that in ho circumstances could the Treasury consider the provision, even temporarily, of Colonial Development and welfare money for the purpose of educating Foreign students. Gilbert agreed to the third proposition, which was that the decision to defer the University scheme does not necessary commit us to the postponement of other projects for Hong Kong.
